Sorry, it’s hard to believe that this vehicle went to a dealer and a couple of other shops for this no-start issue. And why would you need a scanner on a 1995 Jeep with a no-start condition? This is your basic electrical circuit so the first thing you would want to check for is if you have a fully charged battery; a fully charged lead-acid battery should be between 12.5 and 12.6 volts. Your meter is showing battery voltage at 11.2 volts, and then when you put a load on it, it drops to 10.5 volts. When at 11 volts, the battery state of charge is zero. That’s certainly not enough voltage to engage the starter. That's why the starter works with a jumper box, as it was probably fully charged. When a starter engages, it draws between 150 to 250 amps. Paul from ScannerDanner has a great video on no-start issues, especially load testing the ground with a test light.
That starter was toast, on these older cars I never had an issue starting one with 10.5 to 11 v. You would be surprised on how many younger technicians think that every car has to have a scanner hooked up to it. I’ve been doing this 46 years and You would be surprised the things I have seen
Thats just sad and lazy in my opinion. A no start most of the times is a simple diag. They couldnt even do a simple scope on a rope test. I dont even break out a scanner till i do that first. Good job on the fix, im sure the customer was happy and will be a return cusomer now.
after talking to the customer they told me the dealer said they had to buy a special tool that would cost 1500.00 to be able to diagnose his no start. lol
Shops and dealerships today are not interested in diagnosing a problem,they’re only interested in changing parts that are not needed and constantly ripping the customers off.

@@AutoRepairTips757 The incompetence of those so called mechanics is unreal. They should get their money back from the school that they went to.

After I start the car, it works normally, but when I try to give gas or let go of the clutch, the car stalls and the revs drop, please help me
