Spearfishing New York: dogfish shark night dive

I stayed in the water after dark. I just took the cheap narrow beam flash light, not expecting to stay after sundown.
I had been more than 2 hour in the water. Till about sunset I thought about giving up. Outgoing tide pushing me south/offshore, strong wind from the opposite direction creating swell crashing on the rocks.
I was concerned of not being seen by boats because of the waves, but after 6 pm there is rarely any traffic, only the occasional fishing charter.
I had seen striped bass, all looked too small. I missed one that looked legal size.
So I stayed after dark.I hoped to find a fluke (summer flounder). When the day ended, the wind waned, the tide slacked, it was much easier.
A smooth dogfish shark was attracted by the light beam. it kept coming so close, getting spooked only when it contacted my hand,
It was hard to film with the narrow beam flashlight. It has a even narrower center hot spot, that is not good for photography. I had left the better light in my bag on the shore.
The water was shallow, making it hard to lay on the bottom with a weightbelt set for deeper waters.
I got out and my bag was on the sand. Someone rummaged through my stuff. I had left my wallet in a zippered back pocket of my swim shorts, but it was loose in my bag and someone took the 2 $20 bills from it. But everything else looked still there.
they just went through the zippered containers with my spare mask, antifog. But my phone was still there.
I wonder who could do that. Kids? Or someone who thought it was an abandoned bag? There was an unaswered call at 9.07PM on my phone from a number I did not recognize. Maybe the thief called the number on the label on my bag?
It is a place where I never had any problem, and people tend to be trust worthy and respectful. The loss of trust can suck more than the money.
