Yes, but some places don't allow jump shots because there is a risk of damaging the table. They're always allowed in professional tournaments. When I practice these shots, I ask first, and always bring a cloth to protect the table, and a jump cue. It can also be helpful to make it obvious that you have a jump cue, because then you look more like you know what you're doing, and will probably have some respect for their equipment (unlike a lot of drunks who rip the cloth without even thinking about it).

+airman20012001 I just use my standard cue. You don't need a jump cue or a masse cue, but professionals normally do. I can jump the cue off the entire table if I wanted to, and I can do a sharp masse shot, but I only use a standard cue.
I actually think pool tournaments made a huge mistake allowing all this new equipment - it's now inaccessible to the average player, and the look and sound sucks compared to the old days (phenolic tips sound awful - carbon fiber looks awful).
