All I can say is keep trying it, it may fall into sync at some point. Once I had to move the lens like 5 times till it worked. If not it's something else.
+Dawson Luciano The lens is at the bottom. If you ever owned a portable CD player, you'd know that the lens is always next to the disk spinner, so it can read from there to the south of the disk. This happened to me when I bought this console brand new. I saw the discrepancy and I adjusted the lens to the start up position. I eduguesstimate that this happens when people just turn of their console without quitting the game first, and not turning the console off with the proper PS3 commands (holding PS button) . Therefore if you're playing, and you just press the button on the PS3 to turn it off, it won't give the system enough time to return the lens to its starting position, so it gets stuck as shown, and won't read. It happened to me when it was new, and when I posted this video.

It worked !!! Those who found out that it was already up can pull it down and bring it up again . If that does not work ,try cleaning the metallic part .
The black piece underneath the actual lens am I supposed to clean that as well Because we've never clean it I just looked in and it had a Layer of dust and hair

The double lens is used for two different things, one plays dvds and cds while the other plays blu ray disks. It was later changed and I don't know why by Sony into a single lens for the ps3 super slim bundles with 500gb, the single lens does both playing of dvds and blu ray disk together but the funny thing is that for the ps4 they continued using the double lens instead of the single and the single lens is very hard to find and more expensive than the double (it's double the price of the double lens). I suggest getting the one with double lens, look like Sony later maybe knew that the single lens tends to get damaged faster than the double.

Deidara Martinez If you insert a disc and nothing happens and the reader part as shown in this video is fully up then press and hold power button to turn PS3 on. Make sure PS3 is off before performing the following steps. You will hear the turn on beep, keep holding until you hear another. After some beeps it will turn back off. Then press and hold power until you hear more beeps. When you hear a double beep let go of the power button. You PS3 is now in the function menu. Go to restore file system, by navigating with the controller arrow keys. Press it and it will check, if it says file system is corrupted click restore file system. Once you do that the PS3 will restart and discs should work now :) *WARNING DO NOT POWER OFF THE PS3 DURING FILE SYSTEM RESTORE*

I used a soft 100% cotton tee shirt and rubbing alcohol and wiped down the lens and eye looking thing loaded up fast.
