If i was mayor to make this really DEMOCRATIC is to create a computer program where the tenders are displayed. EVERY company that tenders must present their tender on the platform, with all their details, previous work done, all references, director's details etc that can be tracked, then the PUBLIC can review the submissions and vote on it. This way, everything is transparent and the public who pays the tax knows EXACTLY where their money is going and what is happening with it. This way the public is vetting the contractors and chose those that are best qualified for the project.
It’s time for the middle class in South Africa to stand up and realize their power. Enough is enough with all the corruption.
There should be a rates payers association in every suburb to provide the service delivery that is needed.
There is,it's get held in municipalities monthly, quarterly and annually. All cities and major suburbs have them. Problem is the masses are running it from our cities and not informing the citizens or keeping them out in votes. all government officials do not want to work with rate payers as they pay themselves fat bonuses and cannot account

The ANC included all the rural areas around Durban so that they could win the elections and take over the city. We have had tyranny of the majority since then, where ratepayers are the minority to be exploited. We have no voice in the city but contribute the bulk of the rates. Taxation without representation. ANC cadre deployment and BEE, have torn though South Africa. Leaving a path of devastation and Durban has been ground zero for 25 years, since the IFP lost the metro.

Long time overdue. We need to do the same with tax. Stuff the courts. We dont need courts to withold money due to no service delivery. Time the citizens called the shots.

Yes they do...just look at the tax returns of any of your favourite politicians... Zuma never paid any tax on the fringe benefit of security upgrades. The list is long and SARS does nothing. Same goes for the cars, the house improvements and dare we mention all the tenders.

Have you also noticed that they're also VERY quiet when petrol goes up?! When the NATS were in charge and wanted to put petrol or diesel up by FIVE cents the taxi's would go on the rampage but now their silence is deafening!!! Makes you wonder what they're REALLY PAYING!!!!

Right before I left South Africa for the UK I heard of a high ranking official in Durban SARs office saying they had received instructions to target white people specifically and leave black people out of investigations. I sent a letter to SARs stating that I would leave the country if they didn’t respond denying such practises. They never responded and as such I took my taxpayer money elsewhere.
A mate of mines wife has been with sars since finishing school in 1980. She has 43 years service. She informed me their vat department only go after white businesses. The vat inspectors are actually afraid to confront black businesses as mostly they are threatened with violence.

@@karldrogo9765 I suppose if you put it that way. Another way to look at this is that SARs is a public institution that serves the public. I was one of the few people in the country that used to pay over 40% income tax. As such it was my personal belief that I was owed and answer. Not withstanding the fact that I am a CA and understood the tax laws better than most on that institution.

Funding corruption is a crime. Why are we breaking the law by paying normal tax.
I feel almost exactly the same. I mean... it's not that we don't want to pay tax... it's that we don't want to fund criminality. At least give us a choice to whom we pay tax. Imagine if every citizen could choose at SARS which party their tax goes to... then the political parties can negotiate and allocate funds based on their constituents' interests to things that actually work and/or benefit us as law abiding south african citizens. Oh... and if the party that gets your tax is showing signs of corruption, then you simply change the recipient of your tax at SARS.
Well, the issue with minorities is, we are the only ones who obey the law, and of a government that hates us and we don't even vote for. We are far too chicken shit to behave defiantly like the majority does. This is what being responsible gets you, fked in the ass asking who's turn is it next.

The idea behind a "democracy", at least in principle, is that the party that wins an election, is the one most capable of managing the purse, by popular vote! You're on a slippery slope here, by solving the wrong problem, you're creating even more problems!
@@nolaspeaker5656 hi there. Thanks for taking the time to chat with me about it. I understand that democracy is the best model we have thus far, and for most people the only option we know. This is why i am trying to imagine something better... because we desperately need something better. So bear with me on this train of thought please... Imagine South africa as being a household. In the household there are 3 working people that every month pays their part of the funds that are needed to keep the house in order. (Gardening service, maintenance, utilities, heck... even food). There are 5 other people living in the house too. They dont have work though, and as such does not contribute to the available resources of the home pool. Now, in a democracy, everyone in the house "votes" on who will manage these funds (just one person). The "majority" of the household will simply vote for the person that promises them the most free things which is better than the NOTHING that they are bringing to the table in the first place. The voting quickly turns away from competence, to popularity and promises (however fantastical). And the "Minority" that are the only providers of the resources has NO say on how the funds are spent. Because they are the minority and cannot overturn the majority (popularity) vote. It seems to me that this is how our world of politics is being run in SA. And the tax payer is the one who has to foot the bill for any corrupt expenditure, often obtaine through the fantastical promises that were made, and never kept. A household like that will not survive long... and will only stop when the money stops...ultimately no one can make promises when there are no resources left, and no resources coming in. This is how we defeat corruption... this is how we hold governments to account. We change our models so they have to "earn" every cent. It is my opinion that the taxpayer needs to be able to choose who their tax goes to (at least 2 options). Maybe we could choose between the top two at SARS (ANC and DA?)... in this way the tax payer can at least change to the other party if their trust is lost. Please feel free to share your thoughts. I would love to hear them. :)

They are not qualified to do anything and I am sure many of those people don't even have an education. BEE is running the country - none of them can do their jobs - but they know how to put their hands out and "give me you owe me" attitude. Enough is enough.

Why wish?
Each council must have annual balance sheets indicating income and expenditure, and this should be published annually for the benefit of the rate payers.
Actually, every municipality is required to do exactly this in terms of the municipal finance management act. The financial records are also audited by the Auditor General each year. Residents should be able to find the Annual Financial Reports on the municipality's website.
Each City has but people don't read it and those who try don't understand it.

This happened in Port Alfred Eastern Cape a decade ago. Those ratepayers should have kept their money as services have deteriorated ever since they continued paying. Privatizing state functions is happening in front of our eyes...
Just some thoughts..
The way local government starts...
When you have a new settlement.... just a couple of houses as it grows, people come together and decide to better the place.
The decide to save money together to construct some services. Maybe pave the road, maybe build a school house, install sewers.
The people select a committee to manage the betterments. They select a chairman and everyone contributes to the savings based on their means.
The chairman is called the mayor...
The committee is called the town council...
And the savings are called rates and taxes.
The rates and taxes are managed by the people that contribute them and the funds are used to better the lives of the peoples contributing.
The people administrating the funds are directly accountable to the people contributing the funds...
This is the fundamental problem with South Africa. The people administrating the taxes are not accountable to the peoples contributing the taxes. If South Africa fails.... it will be due to this disconnect.
Simply put there is no accountability.... and there is no reason for the people doing the majority voting to remove the delinquent government.
There is a fundamental fault with the way our government works.
I do not know what the answer to this problem is.
Because in the modern digital world in the communication age. The rest of the world will not allow you to disenfranchise the non contributors.
However, this is a question that I feel our generation needs to answer. We need to find a new way of equitable government, that brings accountability back
This is also why countries like the USA and EU become delinquent.
There is a disconnect in accountability, between the people contributing the taxes and the people administrating it

The problem in eThekwini is too many vacancies, resources distributed to people who abuse it instead of providing for operational staff. Too much abuse by staff due to loopholes in the system. The wrong people get advanced due to connections instead of work output or ethics. Too many chiefs and not enough braves!!!!

The whole country should boycott rates
It is cadre deployment and most can't read; write or do maths; all they had to do for the municipal charges which is rates; refuse removal and sewage charges; besides water and electricity; was to keep the storm water drains clean; fix leaking pipes on streets and all streets should have street sweepers in the suburbs; that is what residents pay for🤔

The city needs to publish balance sheets every year to the residents of the city, showing all income and expenditure. All companies are required the same.
Clarens did the same if i understand it correctly. The residents now run their town themselves, not the government.
Sannieshof did it some 7 years ago. Was on Carte Blanch. When Iooked for it some 2 years ago it wasn't on their website and upon request couldn't provide. I wonder if it wasn't wouldn't provide. Surely they keep all their programs.

This should be interesting. Personally I am finding it harder and harder to equate the money I pay with the services I am receiving. Currently I dispose of my own household waste and look after my dirt road. We have no street lighting so it seems the only thing I actually get is water which is a small part of my monthly bill.
Actually we get absolutely nothing in return for our tax. Nothing!

Municipalities should have no political control foisted on them from any political party as the job of the municipality is to run it for the betterment of the ratepayers and people in the city. That has nothing to do with politics.,

If the undemocratic authorities refuse to exercise democratic principles, then the people need to speak so that they will be forced to consider the ratepayers, and the taxpayers, whose money they are using for their own agendas and ideologies. Good stuff, we need to know that as law-abiding, citizens, we have some power.
Win or lose; Please keep trying. This needs to become a consolidated national movement. Every municipality in SA is squandering tax money and placing its citizens and infrastructure under severe strain. How can we in other cities follow suit and add momentum to this? Sincerely.

You won't force the city to do anything since their mission is to break the infrastructure down to nothing. That is their mission.

Thank you for taking a stand. Cape Town is not much better - CT has gone down the drain and the DA is doing nothing about this. Everyone should join you - so the whole country does not pay TAX. I have been saying this for the last 2 years - but again people just sit and wait for someone to do something or should I say come and save them.
Not much better?! You clearly haven’t been traveling through the rest of SA much recently… Granted, it’s probably not as good as if was with the thousands of people pouring in demanding services, but it is still lightyears ahead of the rest of SA.
CT is the best municipality ever and I have lived in Durban for 49 years. People in CT will only appreciate it if they lived in other provinces
@@julienicks8691 I so agree with you. Problem is that the Capetonians don’t go outside of the WC and then they moan constantly about the DA and service delivery. They have no idea how bad it is in other provinces. In comparison, they live in a 1st world country vs the 3rd world slums…
The DA has become complacent. That is why the municipalities they control are in decline. It's not just Cape Town or the Western Cape, Midvaal has deteriorated significantly over the past four years.

Everyone can get involved. Example - if you pay for your car to be fixed, and don't get it fixed, that's fraud. Remember, your rates bill is a service and not a tax.

The irony is that any legal costs awarded against the municipality will come from the ratepayers unless costs are requested against the officials personally.

In addition to my other post.
I do a lot of work in rural SA in the old homelands.
I am sure everyone here is aware of the urban sprawl happening without any infrastructure being constructed. No sewer, no roads etc etc.
This is fundamentally happening due to new towns being built at breakneck speeds using modern building materials and techniques...
Yet no local governments being set up.
There is no town council and there is no rates and taxes.
And these things don't exist because the people living there don't want them and they don't realize they benefit that they are missing out on.
I also feel that it is in part due to individual personal greed... not wanting to contribute to the greater good.
And an element of laziness.
