    Phebe is more like asteroid or comet who attracted to Saturn gravity and finally ended as a Saturn Moon.

    Isn't Pheobe dropping its regolith on Iapetus, making it bi-colored?

    First you talk about Phoebe and then Mars?
    How could you terraform such a small object as phoebe: It doesn't have enough gravity to hold an atmosphere. It is too small to be geologically active, If you went at over 300 km/h you'd never comeback to it again (you'd achieve escape velocity)
