Fighters will be stuck outside the cage while you're inside and you can't do anything to kill them. What probably happened is that they couldn't change the questline. If you fight Cait then the dialogue will lead you to fight again so they just scrapped the entire fight idea.
You know what would make the downtown even better, considering the whole area doesn't have fights at every corner? Yet another faceless NPC combat scene

Most likely scenario is that they ran out of time. Considering how close it was to finished, however... I find it really odd that whoever was working on it didn't put the finishing touches on it and release it in a patch post-launch. The only valid reasoning I can think of for that is not wanting to corrupt existing saves by altering scripting that was already possibly run on those saves. There could be a policy in place that restricts developers from making changes to existing quests and scripting after the game's launch. But I don't work at Bethesda, and this is just my educated guess, so take it with a grain of salt.
AsterSea well this scenario is best played with a melee character and depending on difficulty it could be difficult to impossible if your a gun based character and seeing as how your not allowed to use power armor either. it was cut because not everyone could do it
TaintedLuck that's what I was thinking, i think it would of been neat if it was earlier in the game and sort of an introduction to melee to people who've never tried it before but by the time most people go to the combat zone they're already pretty set on their character builds even for first time playthroughs. this version is for sure a lot cooler and more interesting than the original but I sort of see why they moved for the simpler more generalized approach. or like a guy said earlier Bethesda was just lazy with this game which is probably part of it as well.
***** The crazy part is that the animations, backstory, and even the voice work are already present. This seems like it could have been implemented fairly easily. And if you're not melee focused, the option to shoot everyone in the area is still 100% valid as that voice work for that is already in the base game. I'm guessing the combat zone itself is the real issue. Making a functional melee arena would have taken far more time and effort to construct. It's sad, but I'm just thankful that the moding community is as active as it is. Hopefully we can see this as a mod in the near future.

I swear Fallout 4 is half assed when you compare it to 3 and New Vegas. It also doesn't have a lot of unique weapons like the previous games, But Fallout 4 for me has the best assortment of companions.

Fallout 4 has so much potential - its the first Bethesda RPG with a voiced main character, a full sandbox system, and in-depth romance-able companions, and they barely scratched the surface with it, even in the DLCs. And plus, the game was literally meant to be heavily modified - the FO4 CK is put together so much better and is much more dev-friendly than Skyrim's or New Vegas/FO3's.
