The Treaty did happen during Malgus’ siege on Coruscant
For reference, The Treaty of Coruscant takes place in 3,653 BBY (before the Battle of Yavin from A New Hope) in the context of the modern era. The narrator is Gnost-Dural, who was a Jedi historian active during that period, so he obviously didn't get shot down with Order 66 lest he be thousands of years old. The guy who died in Revenge of the Sith is Plo Koon.
And yes, the Sacking of Coruscant that this trailer talks about is in fact depicted in the Deceived cinematic trailer where Darth Malgus storms the Jedi Temple. There's also a novel of the same name that goes into more detail than the trailer.
In the book Revan, Revan and Malak are brainwashed by the Sith Emperor Vitiate, he makes Revan the acting Dark Lord to destroy the Republic. Revan & Malak break free of Vitiate’s control but the dark side still has its hold on them leading to the events of KOTOR
I believe the talks for the treaty were actually on Alderaan, which was also in contention in the war. So the big security was over there to keep that safe. The Sacking of Coruscant was basically an unexpected lightning strike and hostage taking mission. The Empire basically had no chance to actually hold Coruscant. But they could burn the Jedi Temple and hold the big building with all the rich and powerful important people in it that the Republic could not afford to lose till the negotiators agreed to sign on the dotted line.

no the guy who was shot down in order 66 was Plo Koon not Gnost Dural! Gnost Dural lived over 3600 yeras before Plo Koon and the order 66 he died long before Darth Bane because no "normal" person can live over 3600 yeras, especially not a jedi! So these events the treaty of coruscant are in the old republic era and they play 3653 years before the battle of yavin and the rise of the empire.
This is where the fun begins!

Idk what that error is for SWTOR, id recommend downloading it again of the website also I remember you have to remove a file in the game folder because the game would just load forever
Apparently it was an issue with the registry not being removed on uninstall...
