No, not necessarily. I used to buy original ST parts directly from ST (yes, I did buy in large quantity). Mostly 2N3055s, MJ2955s, 2N6059s and LM323K regulators. For quite awhile, ST did use the that same wide, blue insulator. But - regarding the Toshiba 2N3055s, there was a reseller on the east coast that was pushing these out by the 10's of thousands. They worked but had an extremely low gain of about 4 or 5 which made them useless.
