He’s not OP for main character reasons, or blood limit reason, he’s literally just smart, especially in science and medicine, and that’s where he’s able to increase his powers to be able to be able to fight and survive against all these OP people. Kabuto has always been one of my favorite antagonists in the series. I like how he was presented and the fact that he's not much older than Naruto but was on par with Kakashi as a teenager was kinda cool. I like how he got a redemption arc as well. Good storytelling.
Agreed, he is one of the most underrated characters in Naruto, he’s a good villain for how despicable he is and throughout the war arc, he gets a theme of his own we hardly see in all entertainment and fiction

The most forgotten character in Shippuden. This dude didn't have any bullshit levels of born-with powers like Sasuke or Naruto... yet he amassed the most powerful army in existence all by himself.
He could have killed everyone during the chunin exams and then just took the bodies he wanted for the edo tensai later. Probably could have just taken sasuke as well and avoided all the trouble he ran into later.
Kabuto always seemed like he’d never get that strong, but ended up getting pretty absurdly strong. It took some hidden and super op uchiha ability that cost the whole eye from Itachi, one of the strongest uchiha all time, to defeat kabuto. And that’s without considering what kabuto could have done in a vacuum. Using edo tensei summons for the fight would have made it impossible for sasuke and edo Itachi to win
Kabuto, just a medical ninja, no bloodline powers, and faced the 2 most powerful Uchihas at once (one that couldn’t die!) like nothing, and lived to tell about it. He definitely was the best villain of Naruto in my opinion.

When learning his history when it comes to which side he is on, his involvement with Orochimaru, as well as his medical expertise, I began to wonder if Kabuto was ever the inspiration for Knockout from Transformers Prime since he was also known for his medical expertise, working with Starscream (who was voiced by Orochimaru's Steve Blum), and even his motives to join the "winning team". Also, when seeing him as the head of the orphanage during Boruto's time, I really hope that we will see more of him in the near future, even if he isn't as powerful as he use to be! Naruto was 12,13 yo at the chunin exam. Kabuto had been taking this exam 7 times so he shoulb be around 19,20yo which we can call a mature man.
