When this show came out most people in the west did not know what anime was. There was plenty of anime shows and movies you could watch but most people had no idea that they where anime or Japanese back then. Many popular cartoons and animated movies in the 80s and 90s where animes.
The only japanese media people knew about until the 00's were Godzilla movies and samurai movies, anime didn't become a mainstream thing until around 2003 or so.

I'd like to point out that the professor in this episode, Schadenfreude, has a name that literally means "joy out of the misfortune of others". Be free to interpret that information however you want. Also, the fact that there was a joke for a season two that never came hurts my soul.
