Is it normal for the fastener on the cable end behind the panel to not fully tighten (threads still showing)?

@@KeepOnWrenching Yeah, the fastener directly under the cluster/gauge. The fastener on the wheel-end fits fine. This is on a 1996 Kawasaki Ninja 500. It only tightens about halfway. I made certain it’s not cross-threaded.

Is the slot in the end of the cable mating properly into the gauge? Could be getting hung up there and lined up/seating fully.
