Born2Fight4PAIN as long as its possible to apply force through the legs against the ground, you should do that before pushing with the arms. Its the momentum created by the leg drive that should Help you Get the bar overhead. So finish the leg drive before pushing with the arms. Always!
The form in this video is correct. "Legs before arms" is a cue to remind the athlete to ride the momentum of their leg drive rather than trying to lift the bar with their arms. The bar should maintain momentum as the knees and hips approach extension, so the arms will start to extend as the bar essentially pulls them up. If these movements were 100% segregated than the athlete would not be able to ride the momentum from the leg drive.

You're resting the bar in your shoulders, not your wrists
if your wrists hurt your using bad tequnique and/or you have mobility restrictions that need to be figured out and worked out.
