The verbal gymnastics local California news stations go through to avoid calling someone who was obviously engaged in criminal conduct a criminal is par for the course. Saw this trend as far back as the mid-1980s and it became normalized over the last two decades.
Probably because they are still investigating. He's 99.9% the guy and is a burglar. However, there have been cases of people with dementia, drunk, wrong address, etc walking into people's homes accidentally. So as a gun owner myself, I won't fire on an intruder in my home until they are actually a threat. Just in case it's one of those odd cases. Castle doctrine means you are presumed to have a good reason to shoot someone in your home. So when you go to court the jury is instructed to assume you had good reason. The prosecutor has to demonstrate you acted unreasonably. The simple lawyer example I've heard is if an over zealous girl scout finds your door unlocked and enters your home to sell cookies. If you gun her down, castle doctrine will not help you because that was not reasonable.
TL;DR - Someone in your home is not automatically a burglar. This guy probably is. Gotta finish the paperwork first.

I took a class for my CCL and the teacher told me if someone is breaking into your house, you better make sure they don’t make it out or do but in a bag. The crazy part is that if the home invader survives, they can sue you or press charges.
That's a misconception and your instructor is being irresponsible teaching it.
You're far more likely to go before a grand jury if the perpetrator dies rather than lives, to have your case evaluated for criminal charges. Also, the family can sue you civilly and is more likely to win something or at least not have the case dismissed if the perpetrator dies = more lawyer costs to you.

Talking about trust in law enforcement. I called the other day to report a crazy driver running willfully red lights nearly causing an accident. Police line was unreachable. Some city employee picked up 911 and then referred me to call again nobody picked up about 11 am. Thats was up
