it's an oxymoron isn't it? or at least an obvious contradiction... if the government can access private data, by definition, that data is no longer private, therefore they are no accessing private data... it's a circular logical situation like a snake eating it's tail... what we need and are getting close to, are secure blockchain mechanisms, that CONNECT to user controlled data as required, and do NOT COLLECT it, into insecure and unsecured servers... there are risks with blockchain, we must prevent it from becoming an Eastern-BlocChain-Gang... it's a system, it has benefits, it has risks...
Isn't MI6 and the NSA precisely about control through data? in the end, it's all about retaining an upper hand and sense of control, isn't it?

Britain wants to keep colonizing countries basically
It's undeniably true that the US and UK are the pioneers on controlling data. BUT, the huge difference is that the UK and US can be held accountable by it's citizens while China isn't. Americans and British can always complaint and raise concerns about certain issues because they have democracies while the Chinese doesn't have any choice other than to let it's authoritarian government exploit every data it can get .

Former Minister of Communication Vince Cable came out to say in a recent interview that UK was told to drop Huawei by the US despite repeated assurances by UK Intelligence that Huawei was not in a position to spy.
Who will lose the chance to spy on MI-6? I am convinced that Huawei's gear can send the data to Chinese somehow. Huawei is one of the major key contributors to development of the 5G, showing that they are highly capable of developing new technologies as well. I would trust the US on that

Where are you getting your numbers from? Britain debt isn't 340%. UK general government gross debt was £2,223.0 billion at the end of the financial year equivalent to 103.6% of gross domestic product (GDP).
Russia has a low debt to Gpd because Russia defaulted in 1998 so no one was willing to lend to them at attractive enough prices.

Ukraine had a vicious and brutal government takeover after a coup attempt with US officials present at the protest, giving instructions and aid to protesters as well as unmarked snipers shooting at civilians to provoke foreign involvement. I was never asked in a referendum if my country should join NATO, yet our pro-american government did it. Same scenario in most Eastern European countries. Sponsoring NGO's and foundations that force a regime change, which benefits USA/UK, isn't a right to choice.
