I absolutely agree! On my own engines I replace everything, even if it's new while pulling apart. Unfortunately this was a customer engine and I could only replace what they wanted, even if I disagreed!

I replaced my camshaft bearing just to turn around a week later to replace my lifters
Was there no chain tensioner Installed?
This engine did not come factory with a chain Tensioner, I believe that was only on gen 4 ls engines!
The oil burning could've been the pcv valve
