Either increase the global illumination, or pro tip: just use more lights (that don't have an in world source). AAA games and movies add lights all the time for these exact acenarios all the time. The trick is just playing around to make it look natural (as if it isn't actually a particular light source generating said light). Hope that makes sense to you

Whenever I turn on volumetric light from the height fog, my fps drops so much (almost 50%), like I get 100-110fps average, but turning on the volumetric lightning makes my fps stay between 50-60 (My GPU is RTX 3060Ti, My CPU is i5 13600K) How can I optimize the light so it won't eat much resources?

Fog is not to been seen. It is for lights to show fog @@AstralEdge_Interactive
Make sure that fog is enabled in the viewport with alt +F

Figured it out was a combination of scalability being low and Alt+F to enable fog and raise my lights to 100 on volumetric scatter. Thank you!! :D
