No, once you have them done and the commendation for the journal is complete, you won’t have to read them again.

Reputation > Tall Tales > Seabound Soul - all of the commendations have a tick there instead of chains on them?
A lot of people think that you just have to do the Seabound Soul once but you don’t; you have to complete ALL of the commendations to unlock the sails.
