Mine is turning out quite small. I didn’t realise how much bigger your base was than mine, only after 7 rows realised the pattern doesn’t increase. I think my yarn must’ve been a lot thinner than yours.
This one can be for my little daughter! I might try again with a base starting chain of 16-18.

Is there a reason you change the hook size when doing the strap??
Yes, because of the tight tension. If you don't crochet tighter, the handle will stretch. But it is up to you.

It is depends of your yarn and hook size. My one is approx 23cm (9 inch) x 13cm (5 inch)
