they have more to investigate than just her. witnesses, forensic auditing, evidence gathering. federal prosecutors aren't going to take a case unless you give them so much evidence that there's little chance of losing, which is why they win almost all of their cases. this isn't t.v. where the bad guys go to prison after the last commercial break.

She was recalled, the citizens of Dalton voted her out of office, but a corrupt judge allowed her to stay on the job.
I’m not familiar with the judge, but it seems the entire government of that area is corrupt. From what I understand, this had never happened in Illinois, so there needed to be a vote to recall on one ballot, then at the next election, they could vote to actually veto. Which is stupid because they can just vote another mayor in by then.

Most of the receipts won't even matter she thinks that that city is her own little piggy bank, you do not just spend money because you want to as a mayor, it has to be approved by the board, and even then it has to follow City Charter guidelines.
