Rockstar has a history of leaving so much content out of the final cut of the game and doing a lazy job at hiding it and heres why. An ex game developer who worked for Rockstar will tell you that everything in development is kept a secret including the deadline and every 6 months things will change and this can go on for years. In that time so much gets overhauled that its easy for some stuff to go unnoticed and for some to be forgotten about. When they have to meet the final deadline they'll just ditch some features, finish the most important stuff and when this happens evidence is left behind which leads to us finding things like this. The worst part is that they don't bother adding it all back afterwards they just leave it for modders to find and only PC players can enjoy those mods.

Silenced Pistol would've been such a great addition to the game. Stealth in the final cut is non existent it was scrapped when the silenced pistol was cut. The screenshot where Niko holds the silenced pistol proves the missions were pretty much completed in that time of development so it makes zero sense why R* bothered making stealth mechanics only to remove it completely short time after. It worked in San Andreas so i see no reason why it wouldn't have worked here. For the optional haircuts, after what San Andreas had to offer, this was quite disappointing.

and most of them don't even get them right, I downloaded a beta weapons mod and they put the revolver over the GLOCK, the freaking Glock! and the silenced Glock over the combat pistol! and don't get me started on the SPAS-12, nobody has even done that one right!
Fun fact: I think when i first played gta 4 for first time, probably a pirated game idk my brother downloaded it, i have niko with fingerless glove, but idk when but when i changed niko outfit (although for some reason buying clothes dont do same affect) the glove is gone, soo i was confuse its even exist or not till i realized is a beta content.
I'm sure beta features like haircuts and more guns could be fully modded back in but T2 scared off anyone halfway decent approaching GTAIV modding with lawsuits and Cease and desists

Now GTA 4 has become my least favorite GTA, Rockstar didn't loose anything by just adding the Revolver, now im sad, now im passing thru depression, thanks... You've ruined the only good thing in life.

Its easy to put on fingerless gloves and hair via trainer but for weapons you have to download beta weapon mods

They actually changed the graphics slightly, like how they made the game look a little less orange and dark.
The game might lack content, but the graphics were op in 2008 and still great today
