One time my partner his 45 (!) year old loser friend (who was staying with us for a week) grabbed my glasses off my nose and hid them in the living room. It was 'funny' the first 5 minutes but after an hour i had a headache and was genuinely upset. I had to wait for my bf to come home from work just to be able to see more than a few inches ahead of me. That was 15 years ago and i still get a little miffed just thinking about it. Oh deary me...

You can't DO anything if you can't see. You can trip on things and run into things and hurt yourself. (And yes, folks, I know blind people function, but it takes a while to learn those skills.)

Assuming he's a decent person and thought things through then they'd presumably talked about marriage and proposals enough before that that he could be certain she would say yes and would like such a public proposal. Proposing like that if the couple hadn't talked things through enough to be sure they were both on the same page about wanting to get engaged and liking having a public proposal would be a dick move. Public proposals can be a way to pressure someone into saying yes but they can also be a fun, over-the-top way for some couples who are on the same page, and enjoy being the center of attention for a bit, to make their engagement official.
