It's not so hard to move that clapper. It's a giant pendulum, no more :) But ringers have to wait for exact time of ringing - by rules of the church service. So they have to move it without sound, waiting and then increasing the amplitude of waving immediately when they wish to. They don't have to ring continiously because there's not a task.
The only “better” way would be with a mechanism similar to the ones used on the somewhat smaller bells with a foot pedal attached to the clapper by a wire.
I don't think so. Russian bell ringing culture has a great variety. After the decay of Stalinism, it came to a new apex. Russian people have Russian souls. And the bells are their instruments, however they are rung.
