I vaguely remember reading about a softlock glitch in this fight in the SNES version. Mario's Ultra Jump and Ultra Flame, learned at Lv14/Lv18, hit random targets. They're also capable of dealing chip damage to enemies normally immune to those types: (# of hits - 1) if not the main target. The Tortes can be killed with this chip damage, which causes the softlock when you trigger their scenes by attacking the cake. ...Or something like that.
In the speedrun version of this game, they use a manipulation called the "revolving door stat" where they effectively get five attacks per round. They are able to two-cycle the cake. I think he you get all Peach items with half of candles light is bowser kiss you and with almost all candles light is both Bowser&Booster kiss Mario
