Anti-shield surgical strikes being removed in Hard difficulty, starting from XWvsTF: Balance of Power, sure is as controversial as certain Company of Heroes 2 game mechanics like snowstorms, not being able to swim in Thief: Deadly Shadows, and boarding frigates in Homeworld 2. Really, would like to know what the Totally Games devs think about their improvements and "deprovements" from X-Wing to XW Alliance then and especially now.
I think they wanted their games to be harder starting with XvT which is why they removed the hardpoint targeting on hard I assume, which is wild since the games are already hard to begin with
I think the Hard difficulty was an afterthought thrown at the last leg of the game development and never properly tested at all. The evidence to this is that this mission is impossible to do it on time since SSD shields are too strong to bring down before being able to attack the shield generators. Never mind the fact that in missions with wingmen, they are too stupid to live and can be easily shot down by the enemy on first encounter. I saw that happen on the first rebel mission after tutorial. Only the family missions where you fly solo the hard difficulty works properly.
Yea the only real way to make hard palatable is to use the advanced wingman panel command and a fair amount of hangar camping 🏕️ otherwise it's too difficult.

The Falcon is pretty OP in these missions, all enemy fighters are shield less
