It is extremely commonplace and the fact that people still believe all the police propaganda about "they have a dangerous job", and "They are all heroes out to save people", is to blame.
Police is no longer what they were meant for decades ago. They have become just a revenue arm of local municipalities that solve less than 2% of crimes. They don't prevent criminal activity, there are FAR too many officers on all the forces, and they are responsible for thousands of deaths each year. This is not a Canton, Mass issue.
THis is an America issue and lots of people are just now seeing the light.
Edit - It is also touching how many people believe that any of those involved will face real punishment. They are all going to get paid vacations, courtesy of tax money, and then either be shuffled to another town or quietly go back to work. There is no justice for cops committing crimes because the city's liability is at stake.
