The tone of voice is sceptical and aggressive, but if he said it in a friendly tone of voice instead it would just be light conversation, Chalmers showing polite interest in the dish
The only iffy thing was saying that steamed clams are an upper-state New York thing. One does not go to Albany for steamed clams. Indeed, when in Albany one can travel five different directions and get to actual seafood hubs.

How to get the golden ending: 1. Tell the truth. 2. Put batteries in the smoke detector. 3. Extinguish any fires as soon as possible. 4. Let the Superintendent see the dog. 5. Steam a good clam.
Rational decisions here: -Apologizing to Chalmers for his shoddy directions -Batteries in smoke detector -Not lying to Chalmers about the state of his roast -Putting out roast instead of allowing it to turn into a blaze -Having a backup meal on hand (clams) -Excusing himself during his bowel troubles (presumably he actually has a sensitivity to clams so they do manifest in this timeline) -Having a dog
Result: Principal Seymour Skinner Has made His Unforgettable Luncheon perfectly Unforgettable as humanly possible, so much so that Superintendent Gary Chalmers finally starts to like him after 2 decades by accepting his apology for his shoddy directions, Has positive remarks about Seymour's clams being steamed to perfection, And warmed his heart when he sees Seymour's puppy While Agnes Skinner says "Seymour, your new friend Bart is here :D" implying that Seymour adopted a cute dog, and has made amends with Bart Simpson, Along with the fact that besides his roast being ruined and his directions being sloppy, nothing else went wrong in the process ;)
Skinner could’ve avoided the majority of his problems by just putting out the roast. That’s something that would’ve made a lot of sense considering he’s a volunteer firefighter. By putting out the roast and just telling Chalmers that he accidentally burned it he wouldn’t have had to lie about the steamed clams he was cooking, the trail of lies that steamed hams caused and Aurora Borealis being in his kitchen
i think his thought pattern was that if chalmers knew he had fucked up cooking his roast, then he'd see him as irresponsible. of course, the alternative wasn't much better.
The point of the original scene is that skinner is so adamant to stick to his lies that he'll even let his kitchen burn down just to make it seem more believable
Dude, I've literally been in public bathrooms, wherein I had to unfortunately go into the stall. He was so caught up in trying to impress Chalmers that it didn't occur to him that leaving it in there with the oven still on might be bad.
Generally it’s safer to turn off the heat and keep doors closed to starve the oxygen. Opening a door to put it out can cause a much bigger fire.
He literally shouted "it ruined" left the oven on with the flaming roast, and noone smelt smoke.
