Two ways the surf fish the beach. Lures and bait. Good thing is you use lures for trout early and usually you get into a ladyfish and then you have some bait for surf monsters.

Next time you hit the beach especially when there is no traffic stand back about 30 feet from the waters edge and pitch your baits out you would be surprised how many 28" + trout I have caught of the beach when the sun is just breaking the horizon in literally 4" of water. You can also do pretty good on surf flounder using soft plastics...
