Look, Biggie and Tupac were great rappers, but they were not a threat to the government in the way these conspiracy theorists claim, not to mention, the sheer amount of people/agencies that would be needed for such a conspiracy.

AtariJaguarFan NWA received a letter from the FBI about being a threat to National Security way before Tupac & Biggie's music careers because music is very influential. So I have to disagree with your opinion of them not being a threat. Tupac was really a threat because of his ancestry and Biggie's murder was just a part of the plot to make Tupac's death appear to be a result of the fictional East Coast versus West Coast beef. The Hip Hop Task Force had there hands all in this & they did a whole lot more than just surveillance.
