I don't know the frame data precisely, but it's the same with (Young) Link. They can only grab airborne opponents if the hookshot (not the chain) touches the opponent, so the opponent basically has to be directly above (Young) Link for it to work.

2:52 not watched the rest yet, but as a gamedev, this is definitely a dev command someone left in the game. it's specific, easy to execute, and so esoteric 99.999% of players wouldn't find it on their own so you could put it in a show or playtest build. they were probably playing with having this as default samus behaviour, but decided it was too convoluted and used the standard grapple, but forgot to comment it out of production.

I had a similar hypothesis about the extended grapple beam. My assumption was that the devs used it to test homing and targeting. After all, you can control when you want homing and not, and the extra range makes it easier to debug with. Incidentally, I always thought it was interesting how a similar input command exists in Brawl for changing from Samus to ZSS. Back then, I thought there was some sort of favoritism for Samus by the devs lol.
My interpretation of the move is a callout to the Metroid games. Like, "this is something the grapple beam would be capable of doing". It makes sense seeing as how flexible it is when Samus uses it to swing around, and the fact that's it's futuristic tech.

Early in the game there are powerups and upgrades in impossible to reach gaps and crevices. Once you get the homing beam, you can use it to get them. They could somehow implement the motion controls in the joycons to use it, like the grapple lasso in Prime 3.

i feel like i've heard of something along the lines of "hitting A to grab people when the tether misses" before, and I feel like this was around the time when i was younger and would always flip through the brawl handbook that came with the game. I mean, it’s probably a way of testing the code behind Samus’s grab visualization. It’s obvious that the grab isn’t a set animation, and rather a chained together particle effect of some kind. In order to test something like that, a longer grab would be useful. Plus, they may have wanted it to be a special move or attack at some point, like zero suit in the later games. Or, it’s probably just a scrapped version of her grab, to test the two versions and see which one is better easily.
for people who don't know, the D-Pad inputs can be used in brawl's subspace emmisary to switch from samus to ZSS. it's probably a coincedence that the inputs for extender are almost the same and that they're on the same character

LeCoolFace Physics “bugs?” They’re physics exploits. A bug would be making the physics engine do things it’s not supposed to do. Wavedashing and most other physics related tech in Melee are just exploits of how the physics engine works in the game to push it to its limits. If they were actually bugs they would’ve been patched out of the PAL version as well.
I think a good alternative theory would be that the code could have been used to test the flexibility of the grab beam effect. Because of its use as a tether, they'd probably have to test various angles to make sure it didn't clip out or get caught on stuff at certain angles.

The early metroid fusion prototypes have a homing grapple and were in the works right as Melee was in development, so it's probably to do with that

It isn't just in the Subspace Emissary. D-pad inputs can also be used to start as ZSS in normal brawls after character selection.
