As a PICU nurse I hear the same every summer. A quiet tragedy. Everyone is watching but no one is watching. No phones, cameras, alcohol, bbq and please get a water watcher. My daughter made a small fortune as a water watcher in high school.

One of the biggest problems is, how drowning has been portrayed throughout history in the popular culture of our media of TV shows and movies. It's often showed as someone making lots of noise and "screaming bloody murder" when they're in the water. Most people don't know you can drown in a just a few inches of water.

Precautions have been put in place long ago. Let’s use THEM first. If for some reason the safety precautions begin to fail, then we can start talking about putting “cork on our forks” and banning swimming pools. By the looks of most people, banning swimsuits would be nice… Talkin about you fatties, here!
How long are we going to blame segregation for? Its been more than 70 years since desegregation, and prior to that, black people had access to pools, just not the white pools. Lakes were not segregated. My black friend is second-generation American, and she didn't know how to swim because they simply dont have access to swimming areas in certain parts of inland Africa.
