@Droideka133 it's apart of the Millstone nuclear power plant's old siren system. The WS-2012 seen in the video was the 2nd smallest in the non rotational WS-2000 series. The WS-2008 was the smallest with 4 rows of 2 speakers at 800watts max (100w drivers per speaker). East Lyme has several sirens, mostly WS-2016s, which are being replaced in the entire system by WPS 2910s, which maybe fully operational by now.
thank you for posting this video. I always wondered if Millstone did attack or wail along with alert for their tests (all people have told me was an "up and down sound"). Reminds me of CT Yankee's annual tests (alert only). oddly our WS 2008s (2 installed, 4 others not yet installed) do a 1050hz BEEEEEEEP! for 3 seconds before going into voice (also done live) and don't POP! before the announcment (they sure do after). Also the DTMF is not boradcast over the sirens, just over the radios.

I don't think these are from the 70's. They are probably from the late 80's.
Whelen WS-2000s were produced sometime in 1980 to about 1987 since the WPS-2700 Series became the replacement.

The "tall sirens that don't look like sirens at all" is the 2900 series.
it was the speaker drivers cutting on. They usually pop only when the drivers cut off.
Quite ironic, this siren is named WS - 2012, but this was recorded in 2009. Just 3 years behind!

No there are still quite a few around. I know that there is a system of WS 2008s in Vernon CT
