Ruby gemstones: what makes them rare?

Using the 4Cs
Carat and Clarity - you lose up to 80% of the carat weight after you cut the rough stone into a faceted stone. We also try to remove cracks / inclusions when we are cutting the ruby.
Although in diamonds we look at the individual Cs distinctly, in gemstones you have to take in consideration carat and clarity when you value a gemstone.
I can save weight and leave all the inclusions and cracks in it, imagine a 5ct with full of inclusions and a 1ct gem quality stone.
Colour and clarity - sometimes the inclusions in the ruby alters the body colour (orange iron oxide makes the stone looks orangey)
Treatment - untreated beautiful rubies are very rare
Origin - origin plays a part due to culture / history.
