Catalpa are tough. Mine is outside in my egg crate with leaves all around it. It will grow nice and tall for you. The leaves to stay small also. It will grow nicely for you. Sleeping now but will give you some nice spring growth.

Is it better to do winter pruning or wait for summer pruning?

Winter pruning helps stimulate dormant buds for spring and hopefully it will grow in a bit more compact!
