"My circuits slow" part is definitely from Quick Man's POV. Which makes this song interesting for the fact that it's the first time one of the Robot Masters talks about the weapon used to defeat him.
the lyrics saying "what they said is a lie" shows quick man was holding his own and doing good meaning that if megaman hadn't fought flash man before quick man would have won

Especially when the death you flee from is dressed in blue and cyan, with a gun for a hand, and has the bombs that will pierce you armor, and can stop time.

This song in acoustic is actually extremely sad, and better fits the spaghetti western feel that it's supposed to be give off.

I think you have to seperate the concept of death as the inevitable conclusion to life, and death as an anthropomorphic entity. See, the first kind of death is omnipresent, it doesn't need to chase or capture. It's also a lot more real than any form of Grim Reaper. And I'm pretty sure it's the kind of death that this song refers to.
at the very least the chorus and the part that starts at 2:50 are sung by quickman as he refers to himself in the first person in the chorus and talks about the other robot masters in that other part

I think it could be serious for a game or two. His own kind are turned against him, murdering thousands. It's Mega Man's job to hunt down and kill his brethren and the end of Mega Man 1, he walks back to Light's lab, thinking about what he has done and finally sheds his armor at the end to meet Dr Light.

@willpwn4cash I get what you're saying, but I disagree... I think what makes this song so great is that Quick Man has this false bravado about him, and he's considered a badass where he's in charge. He's terrified of fighting Mega Man, but he refuses to admit it in front of the crowd. That's why it says "can he fall?" as a question, and why he says "I'm not scared anymore"; he knows Mega Man's got him beat, and it's over. There's no reason to be afraid of being exposed as weak anymore.
