As others mentioned yes he is dehydrated and VERY stressed. I'm guessing this was a window strike. And most birds need time too recover when that happens. Best thing you can do for them is put them in a quiet dark place and let them recover. Most times they WILL recover they just need too get over being stunned from flying into the obstacle. Having been in the avian field now for the better part of 30yrs. Working "hands on" with everything from Warblers too Birds of Prey. I've seen my fair share of these situations. However, if the bird doesn't recover i STRONGLY suggest you take it too your local wildlife rehab center and someone will most likely come out too help the bird. Especially, if it has a broken wing or leg. What you can do too make your yard more safe for our avian friends. Is hang stain glass ornaments with suction cups from your windows. The birds will then know it's not safe too fly through because they will visually see the objects. A clear pane of glass means nothing too them and most will try and go right through. I recently had a Red-Bellied Woodpecker do this and he did recover after about 20mins or so. However, he wouldn't leave me and started climbing all over me like i was a tree. I applaud this gentleman for helping our wildlife in times of need.

I remember a bird that hit a window at work a few years ago. It stood by the window on the ground for about an hour doing a very slow bobble head movement. I could have slowly stepped on it a dozen times as I walked back and forth to my office as I passed it by. (No, I had no intention of doing that.)
One thing to keep in mind with birds. Their panic responce is to become, what appears to us as, very calm. So even if a bird is calm, dont handle it to long.
This reminds me of when a barn swallow was trapped in the store that I work at overnight. I had to catch her because she kept flipping against a window until she was disoriented. I scooped her up in my hands and took her outside. Poor bird but wonderful experience.

My brother found a bird that knocked itself out after striking one of our windows when we were little. We remembered that our dad told us animals hide in bushes when they're hurt until they get better so he was bringing it over to a large one in the yard when it suddenly woke up and flew away.

I do not think it's dehydrated , its more he bumped into the window that is coincidentally right there. That causes birds to go into temporary shock, and you should not force water down their throats if they have hit a window because you can drown them while in shock.
My high school team in Northern New Mexico is the cardinal. But they do not live west of the 100th meridian. I was 55 before I saw my first cardinal in New Orleans. I called my mother to tell her how beautiful was this bird 5 feet from me at the bird feeder. There is a huge fine for owning a cardinal. My mother died at 89 without ever seeing one. I did research and the only zoo west of the 100th meridian (about Kansas City) is a zoo in Salt Lake City. Sad that many of people from these western states will never see a cardinal.

Here s my 2 cents, this bird is not stunned or dehydrated, but yes he is sick. Seems to be a problem with his jaw or beak. The poo droppings on the window sill shows that the bird has been there for a while , more than 2 weeks maybe months. He is probably fed by the home owner with seeds so the bird doesn t have to go anywhere else until healed.
Cardinals do have bent beaks though, and the bird poop problem sucks as many birds get in when I have the door open, then if I don't notice sometimes it's a couple days before I go out to the shop and find a bird try to get out the windows where all the poop is, I've actually pressure washed that area 4 or 5 times , had 1 fly in the house to while I had windows out for washing, bird adventures lol
One thing to do is to set them on a high place even if its a table or post, setting birds on the ground isn't the best as they're more vulnerable or will feel vulnerable.

Should have seen the one that got in my house, all the animals chased it till I caught him, that was crazy. Cardinals are just as dirty as any bird,but they are attracted to their own reflections, so they like to sit on vehicles outside mirrors and yep poop on your car. They will also charge at windows seeing their reflection. Have a great day

I've lived in California almost my entire life from Hemet all the way to the bay area where I live now and I have seen plenty of Cardinals...
There's one male sighting in Van Nuys california summer 2022. Have a photo of it, I do Bird photography.
There are some here, I’ve seen some in Tahoe and forested areas. I don’t see them in places like San Mateo or San Diego
