Either this was recorded ages ago, or the change for neutral bots changed recently. Watched a kylted video today and he had someone bot in the loading screen like this game, but the bot attacked while later bots sat dormant
The statistics are in favor of the attacker, you win 2890/7776 possible rolls (~37%), go even 2611/7776 rolls (~34%), and lose 2275/7776 rolls (~29%) on average. Given enough time, smaller attacking stacks do still have a decent statistical chance to break a territory larger than them if they have enough of a troop baseline (for example, 5 attackers wins vs 10 defenders ~12% of the time but 15 attackers vs 20 defenders wins ~26% of the time)
Seem to me he wanted to give VC cards to move the game a long. White submitted once he stopped guarding his bonus. I could be wrong but it seemed to me he was playing for second.

If he had enough time the statistics say he wins the territory about 9.5% of the time
White lacking discipline in the the no-card endgame completely killed their chances at 2nd
