That is most certainly Ryze. He has rune tatoos and teleportation powers. Arcane is absolutely full of LoL references and there's no way this would be anyone other than Ryze. Like everyone in Arcane, he's a bit adapted so no gigantic scroll on his back or blue skin! I love how strong he is. He was in the series for moments but to me he seemed like the most powerful character.
Good point. Just finished Arcane for the first time today. This was one of the most wondrous scenes in the series to me. You can feel the amount of power just by listening to the top notch sound design and that visual transition which literally shows him wielding the very fabric of the universe. Just awesome.
I belive its young ryze as the outfit on the screen matches the young ryze skin somewhat, so ryze before he became blue. or its the mentor of ryze or something but that magic he used definitely is connected to ryze in some way. ryze teacher was a mage named Tyrus of helia and he taught ryze all he knew, it may be him or another member of the ancient order who collect and protect artifacts.
I will literally get a little teary eyed if they bring Ryze into this series. I love this scene. Ryze was the first champion that I ever seriously got into after watching Bjergsen play him. I love this!

I think it fits for it to be Ryze, mostly because Arcane as a series strongly follows the tropes of dramatic (and tragic) irony. Ryze is sworn to prevent dangerous magic from being misused by mortals but by heroically saving innocents, he unintentionally inspires Jayce to invent a way to harness it.
I think this might be a Bone Scryer and not Ryze, just because Bone Scryers have the same tattoos and are freljord native, and they also dont have blue skin and wield staves and magic.
There are lots of interesting and compelling theories out there but the rune stones that he was trying to store away are a lot different to the ones he showed here. Also, this whole series is a shoutout to the fans. They want to build hype around what league fans already know (which they pulled off excellently) so they've been referencing and bringing in cameos all throughout the show. There are no incentives to make this archmage a random individual other than Ryze. Interesting theory that many people have in these comments and almost convincing - it would be interesting to bring an existence of other ancient runecasters or archmages into the show nonetheless. And, Arcane is an adaptation which doesn't fully follow the lore so I guess it doesn't hurt to be open to interpretation.

Ryze has stated himself he would never use a world rune by any means unless like the world was about to blow up 4. A world rune is way more powerful if that was ryze using it, it would have probably blown up the mountain and jayce with it and 5. From what I know he's more of a guardian of the world runes than a user instead, so yep you're right there. He also doesn't use the world runes themselves, but still uses similar magic and runes to use his spells (like the one on his splash art). I based off my conjecture that this is indeed Ryze from the fact that the magic used in the scene looks really similar to Ryze's rune prison, apart from that the symbols and inscriptions on the spell used are also similar to the ones on Ryze's body. And besides, what Jayce got wasn't even a rune at all nor did the mage purposely leave it, just a shard. Plus I suspect that the spell used here is Ryze's realm warp. Lastly with regards to Ryze not being white, Ryze's pigment is a result from high exposure to the mana and energy of the World runes so perhaps this being in the past is a time when he hasn't turned too radioactive then.
