To make it more understandable: BMS data from state and county are shared with all registered employers across the federal level. If such were to apply for benefits or currently under and be employed. This data is shared and shows across all government platforms. If an individual doesn’t work it doesn’t matter since their accounts and other things you seemed to already know are part of their unearned income chart.
So if they don’t work is all good but not all are sitting around waiting. Even if the job is by cash (you already also know how state covers that on reports) is all part of the equation. Hope this helps you out moving forward with this type of topics.
