With Prague you can just build a castle on the farmland and switch capital to there (switching capital holding inside a county can be done as many times as you want). If you are getting yourself into a war then just switch to Prague for the defense.
Konugardr shouldve made the list, 6 baronies, golden gate of kiev is really strong, and 3 of those baronies are farmland. really strong county. Gate of Kyiv is +2 fort,+2 advantage, +250 garrison, +10% taxes, +10% dev growth and .20 growth per month, and 10% increase to piety and prestige for holder, all at level 1. its crazy strong
Konugards/Kyiv was on the nomination list I have double checked and re-counted points for it and tbh you are right and wrong at the same time, it all depends on how many points we are going to give Kyiv for the special building and the culture; as I did prioritise gold over development and development over anything else, Kyiv ended up with 13 points, same like Praha, but I feel like it should have received more points for the building and maybe 2 points for the culture. I will make sure to do the calculations better in the next series. Thank you for your suggestion.

Something i also forgot to mention is that with Kyiv as your capital you can take the “declare capital of the rus” decision that gives you the developing capital bonus for 20 years and the varangian capital for 100 years, both of which have solid boosts to development. The local Russian culture is pretty lackluster though yeah. If i play Kyiv i usually play as a Norse in Scandinavia, Varangian Adventure to Kyiv, and then play it Norse or hybridize with one of the steppe or baltic cultures in the area.
These are only situational and timed bonuses but it is a good idea to create another category for the next series - something like "extra bonuses". Thanks for bringing it up, I appreciate every suggestion!
Baghdad too should be in the list, even thou it is owned by abbasids emperor and you cant start as count, however you may conquer fromninside or start as Heasting and do adventure for it.
Really think you should mention the duchy modifiers from the special buildings more, especially with the Theodosian walls and Aurelian walls that both give +15 % gold and levy size for all of Thrace and Latium respectively which is why I think Rome and Constantinople both are s tier
Byzantion/Constantinople and Rome still placed 1st and 2nd spot respectively, even without the extra points, but you are the second person which have suggested that and I will definitely use this suggestion in my future series where I will divide the current regions into even smaller areas, additionally I will expand the scoring system.

the wombo combo of a few farmlands for income and being entirely surrounded by mountains, my favorite games go ( custom character bohemia- grab moravia- form kingdom- independence for moravia- small bohemia hides in its mountains, untouched by the outside world) 😂

There is just one factor in your rating system which I would change or add. You seem to think landlocked counties are on an even footing with coastal counties. I can understand rating Farmlands as superior to Forest or Hill terrain, but Coastal counties allow for the harbor improvements which add 5% development growth for each level of improvement, in each barony which includes deep water access. Surely, this growth potential is worthy of inclusion in your rating system.
It could be indeed a great addition to the points system if I would make it more in-depth, like for example giving 0,5 or 0,25 points for each extra bonuses like the one you've mentioned. The main reason why I did not include them is that I don't believe that 5% boost to development (at the 1st level) would score a full 1 point. I might change the scoring, expand it in the next series of the best counties where each area will be even more divided - I do always listen to any suggestions and ideas and as it was requested few times already I will do it for you🙂 It is indeed a great suggestion and I really appreciate it, I will definitely use it in the future series.
