Those vehicles are easy to remove as we do it all the time in Texas. Our State Game Warden and Department of Public Safety Dive teams are experts at it. Removed many vehicles out of the Rio Grande River !!

You sound like some one who has not driven through the delta. There are a lot of little, as in narrow, most low-traffic, roads that often dead end into or follow along the water on top of the levee. Then there are probably hundreds of miles of shoreline so my guess is that it would not be worth the high costs.

There are relatively few drivers out there and hundreds of miles of shoreline so it would be very expensive and insensible to do that, and thieves will dump them wherever there is no barrier. There are MILES of waterway in Stockton, it's a "freshwater" (not saltwater) harbor on the Sacramento River.
