You sound like some one who has not driven through the delta. There are a lot of little, as in narrow, most low-traffic, roads that often dead end into or follow along the water on top of the levee. Then there are probably hundreds of miles of shoreline so my guess is that it would not be worth the high costs.

There are MILES of waterway in Stockton, it's a "freshwater" (not saltwater) harbor on the Sacramento River.
