I was thinking of converting Goblins mercenaries with some moria Goblins and goblin town gobbos, what do you think?

I think your idea with the Goblins sounds good 👍 both kits have details that match the mercenaries pretty well, and as long as they come across as armoured Goblins, I think they'll be perfect proxies
