Heads up Disband units into reserve and upgrade units is on the list per the dev - those features will be in the game but aren't at this moment

Isn't food a global resource? Could you not build farm towns to support non farm cities?
Its global and local. No growth withoud local food surplus. You can produce amneties, which provide local food.
