I've not see Napkins put on with just the Mod podge before. But I have seen it done using cling wrap as the "glue". I love using Napkins to make Cards.

I’m always on the hunt for napkins lol! Dollar Tree, Ross, Hobby Lobby, Target, WalMart, Joann Fabrics, grocery stores, thrift stores, Amazon, Celebrate the Home (online). I also belong to napkin swapping groups on Facebook. Not only have I met some wonderful people, but I’ve swapped as far away as Belgium. It’s so much fun! Thanks so much for watching 😊
