You could add track to constrains to a single bone instead of making two. or may use damped track and copy rotation together for a single bone to drive both eyes.

To solve the teeth problem, just painting less weight to jaw area, the it will work fine while rotate head bone. use skills learned in tutorial 4 when rig foot.
Yes, it is possible to copy a character's full rig from one character to another in Blender 3D. Why when I set the bone parent to the left/right eye of my model, it only glitches? like it makes any eye all the way down and probably works
