It’s a moment that can bring grown men to tears. You can see LT Fisher holding it back knowing he has to keep his military bearing as the superior officer. He’s been raised well.
seeing how the young lad was breathing from his chest, i could probably say he was doing his best to hold back his emotion when his father was talking, congratulating and giving the salute. so happy for them even if i don't know them and i don't really weep or feel for those i don't know. kudos sirs and take care!

What does commissioning mean Sir?

That man's father was a non-commissioned officer (a rank one can achieve after enlisting)
but to be an officer you have to be comissioned (and it requires a college degree , while on the other hand , almost anyone can enlist)
the highest possible rank of an enlisted/NCO is always lower than the lowest rank of a commissioned officer
that is why when the father saluted his son, he called him "sir" , because now , his son outranked him
