You missed the part where Thrawn managed to narrow down the number of planets the Rebel base could be at, that was one of the biggest big brain moments I've seen from any character in Star Wars
I wouldn't say he's that evil, he wanted to bring order to the galaxy and fight off a threat in the unknown regions. He's pretty much like what imperial propaganda makes palpatine out to be. Also in the words of deadpool "I'm not the good guy, I'm the bad guy, who kills worse guys".
I am not sure but in 0:21 when he said override code for his droids, the name for the code is Rukh. Later in the Star Wars rebels appear alien Rukh which working for the Thrawn.
