Railroad Crossing E-Bell Fail - Weird Sound

The e-bell on this railroad crossing is defective and is making a really weird sound. Does anyone know what is going on with it? Is it a broken speaker? a fried circuit board? The normal e-bell sound being heard in the background happens to be a second e-bell mounted on the crossing post located on the opposite side of the tracks.
