Galvanization. I guess they are nickel plating. You can look up what kind of chemicals are used for this process. Fascinating how they manufacture these products with the tools they have.
Luckily, sulfuric acid and nickel plating are not toxic, otherwise these workers would have been really poisoned and it would be difficult for any of them to live to old age. Safety first, always!

Works with the Ohm law! The rotating discs apply low voltage and very high current to the tube that have a certain resistance! So the tube will overheat until the melting point and so it weld in place! The water is to cool down the rotating copper discs!
To be more specific, those shocks aren't worth the metal they are made out of, but at least those guys manufacture something, gain some skills, and hopefully gain employment with a company that values minimal worker protective measures. Subjectively, that manufacture probably loses 3 fph ( fingers per hour ).
