The named character with the worst luck is IMO Rains Fall. Dude fought an unwinnable fight for half of his life on behalf of the tribe he was responsible for, lost every single family member he had to drankurds except one son, literally gave up, and even that didn't stop him from losing his last son who was his tribe's last hope. Worst part is that Rains Fall lived long enough to see all that. Literally nothing went in Rains Fall's favor. The only thing that comes close to that is the tribe's migration to Canada (where they will undoubtedly be just as prosecuted if not more so)
At least rains fall is an absolute chad about it. He takes it like a champ, always appearing indifferent for the most part. He’s clearly quite sad, you can see it in his eyes, he’s a weakened, broken man. But he still managed to be wise and kind to everybody around him. He offers very good advice and other such things.

To Dutch getting stranded on guarma was a weekend vacation and losing the San Denis heist money. Which mostly doesn’t matter because there’s always “one more score” with Dutch, no matter if they actually need money. To Arthur, the humid tropical climate and the strain of fighting in a revolution definitely worsened his TB, assuredly accelerating his eventual death.
Jack is the unluckiest for me.... sure he lives maybe even a long life but is it worth it? he was born in a cult-like criminal gang, he passed a big part of his childhood in it, and it's not like you could hide the atrocities for him, his father left the group and almost died a good amount of time even ending in prison, in general the best part of his life is from the epilogue of rdr2 to the start of rdr1 because that was the most "family" time he had, but then he has to wait for his father to KILL people Jack as a child saw as part of a family and he has to see his father die, uncle die and his mother die, his whole family even the "gang" we could count as family all DIED most of them in front of him or he heard about their deaths.... oh i also forgot he got kidnapped in rdr2 and in rdr1 as a 19 yr old he is on the brink of suicide with people comparing him to his father costantly. I'm sorry but.... Jack has to be the unluckiest member ever, for what we saw at least, his life is a costant tragedy of death and pain, a cycle of violence nor his "uncle" Arthur nor his father John could stop, and that led him.... to be completely alone.
Yeah, but in gta v there is a book titled “red dead” written by J. Marston which suggests he settled down eventually, but he doesn’t deserve to be in B tier, maybe C or D tier

He got kicked from the stables he worked at, the army "didnt work out" for him and his outlaw gang got killed by the O'Driscolls. Afterwards, he had no other choice but to join them, where he was barely respected at all and considered more of a puppet for Colm. Even in the Van Der Linde gang, Kieran was unfortunately disrespected by most characters and in the end he got decapitated. At least Lenny was respected in the Van Der Linde gang and he had the opportunity to learn how to read and write. As short as his life was, he had good moments and people caring for him.

His last months he can barely sleep when Bill and others are daily telling that they will kill him. And eventurally he is tortured and murdered in most brutal way in the game.

Disagree with Swanson being #1. He is miserable, suicidal, self abusive, addict, for the most of the game. The end for him works good, but otherwise he doesnt seem to enjoy life, but escape the burden of it. Tilly is by far the #1 luckiest. Being a black woman in the era itself is rough, but she got princess treatment the whole time, and got paid better off in the end than anyone else. Its almost unrealistically Disney like story for a black outlaw woman.

Dutch deserved to be ranked higher. So many of his escapes were mostly facilitated through dumb luck
